Prime Minister Shinzo Abe?s pro-growth administration has earned itself another gold star: the lowest unemployment rate in nearly five years.
Yet economists say the real measure of Mr. Abe?s success will depend more on whether an improvement in the jobs market will translate into higher wages and the greater spending needed to help put the world?s third-largest economy on the path towards long-term expansion.
The unemployed made up just 3.9% of the Japan?s work force in June after seasonal adjustment. That is the lowest level since October 2008, before the global financial crisis hit Japan?s economy, a government official briefing reporters said.
Economists say wages could rise if the number of those without a job keeps falling because companies will have to pay more to attract a shrinking pool of job-seekers. That would in turn put more money in consumer?s wallets, and support spending that could power growth. As household consumption makes up nearly 60% of total annual output, it is a major driver of economic growth.
But they say the jobless figure will have to fall to between 3.0% and 3.5% for that to happen, a feat easier said than done. The last time Japan?s unemployment rate touched 3.5% was in 1997.
Hidenobu Tokuda, an economist at Mizuho Research Institute, said non-manufacturing firms are likely already scrounging for workers, but that there are still too many workers looking for too few jobs in Japan?s traditional engine of growth, the manufacturing sector, where production is still recovering.
?It?s hard to envision a quick recovery,? he said.
Taro Saito, an economist at NLI Research Institute, said a sales tax hike due in 2014 could also delay a recovery in the jobs market and an improvement in base pay.
?The sales tax hike will make the unemployment rate tick up temporarily as companies scale back due to a drop in demand,? he said. ?Wages will likely rise due to higher overtime pay and bonuses, but those are only a small part of overall compensation, and it could take years for overall wages to improve? thanks to a stronger labor market.

A voice whirred the message. Then an address lit up.

There was a female presenter who was doing a show on the latest cybernetics hype. Clearly the presenter was a cyborg possessing the HI-300 model body.
"Today is the 30th of April 2029. Lately the nation has gone wild with cybernetics with at least 20% of the population have a cybernetic limb or a cybernetic modification and as many as 10% having a full cybernetic body. Yesterday I got my new HI-300 body and I am pretty much satisfied with it compared to my old model." The presenter said. Yukari switched the TV off. It seemed pretty overrated, especially since she had worked with more fluenty joints during her college days. But it seemed too expensive for the average consumer to get something decent and the market only sold outdated tech.
Yukari decided to head to bed. The next day, she got herself ready for heading over to the state lab to eventually get a new job. After showering, she took out her only nice dress, a white ankle length dress with a collar and put it on. She then made two braids from the side that came together in the back while the rest was open. After grabbing some breakfast, she headed over to the lab where she was greeted and taken to a waiting room. After five minutes, she was greeted by a man who towered her. Yukari herself was underaverage in height, had an average chest and generally held a healthy form.
"Ah yes. Miss Yoshimoto. We read your work from college and about your early doctorate. We were surprised that you werent working for a big company." The man said. Yukari then answered: "The big companies are only out for profit and only sell crap. I would rather worth with the public sector than the private sector." "Aha. Well your work in neurointerfacing helped us a lot and we were hoping to have you as a colleague. Just please state your full name, age, degree and experience." The man said. Yukari then answered: "Yukari Yoshimoto, 25, doctorate in medical technologies, specialization in cybernetics, no extracurricular experience."
"Well since we invited you and you came. We would like to welcome you to your new job. You will be working on your own projects and be testing your own work, if you are okay with a surgical procedure." The man said. Yukari answered: "If I know that the products are mine, then I will be fine with cybernetic modification, as long as you keep the low grade outdated tech away from me. A cybernetic body should be able to compete with a human body or even best it."

BEIJING Typhoon Soulik was been downgraded to a storm after forcing the evacuation of hundreds of thousands of people in southeast China and killing at least two in Taiwan. China's National Meteorological Center said it was downgraded to a tropical storm by late Saturday, and by early Sunday morning it had further weakened to a tropical low pressure after moving inland from Fujian province.
After being downgraded, however, the storm dumped enough rain in one northeast China city to allow residents to fish in the streets.
In Fuxin, a city in northeast China's Liaoning Province, residents said water rose so rapidly in the downtown area on Tuesday that a pond filled with fish overtopped its banks, allowing the fish to swim into an intersection, Reuters reports.
Residents rolled up their pants and reached into the water to catch the fish, some of which weighed up to five pounds, Reuters reports.
Parts of the city of 2 million saw water rise to up to six feet deep.

Obama says he knows the not-guilty verdict reached late Saturday has elicited strong passions around the country. In a statement released Sunday, Obama is asking that all Americans respect the call for calm reflection. There have been a number of rallies and protests, most of which have been peaceful.
Obama says Americans should ask themselves if they're doing all they can to stem gun violence, and what can be done to prevent future tragedies like the Florida shooting.
George Zimmerman was found not guilty of second-degree murder in the fatal shooting of Martin, an unarmed teen. Martin's killing in February 2012 unleashed debate across the U.S. over racial profiling, self-defense and equal justice.
The White House released this statement by the President:
The death of Trayvon Martin was a tragedy. Not just for his family, or for any one community, but for America. I know this case has elicited strong passions. And in the wake of the verdict, I know those passions may be running even higher. But we are a nation of laws, and a jury has spoken. I now ask every American to respect the call for calm reflection from two parents who lost their young son. And as we do, we should ask ourselves if we're doing all we can to widen the circle of compassion and understanding in our own communities. We should ask ourselves if we're doing all we can to stem the tide of gun violence that claims too many lives across this country on a daily basis. We should ask ourselves, as individuals and as a society, how we can prevent future tragedies like this. As citizens, that's a job for all of us. That's the way to honor Trayvon Martin.

SAVANNAH, Ga. (AP) - About 100 members of the Georgia Army National Guard are back home following a nine-month deployment to Afghanistan.
Family and friends greeted members of the 179th Military Police Company during a welcoming ceremony in Savannah on Friday.
The Savannah Morning News (http://bit.ly/15abxOj ) reports Army Spc. Steve Weber had never met his 2-month-old son because he was serving in the war. He stared at the child after taking him from wife Jannah Weber for the first time.
None of the unit's soldiers was seriously injured during the deployment. Leaders are commending the military police officers for their roles in countless security and combat missions.
The 179th Military Police are 1 of 4 subordinate companies that comprise the Georgia Guard's 170th Military Police Battalion.
