Hubble sees violent star formation episodes in dwarf galaxies

ScienceDaily (Oct. 27, 2012) ? The NASA/ESA Hubble Space Telescope has imaged the faint irregular galaxy NGC 3738, a starburst galaxy. The galaxy is in the midst of a violent episode of star formation, during which it is converting reservoirs of hydrogen gas located in the galaxy's center into stars. Hubble spots this gas glowing red around NGC 3738, one of the most distinctive signs of ongoing star formation.

Lying in the constellation of Ursa Major (The Great Bear), NGC 3738 is located about 12 million light-years from the sun, and belongs to the Messier 81 group of galaxies. This galaxy -- first observed by astronomer William Herschel back in 1789 -- is a nearby example of a blue compact dwarf, the faintest type of starburst galaxy. Blue compact dwarfs are small compared to large spiral galaxies -- NGC 3738 is around 10,000 light-years across, just one tenth of the size of the Milky Way.

This type of galaxy is blue in appearance by virtue of containing large clusters of hot, massive stars, which ionize the surrounding interstellar gas with their intense ultraviolet radiation. They are relatively faint and appear to be irregular in shape. Unlike spirals or elliptical galaxies, irregular galaxies do not have any distinctive features, such as a nuclear bulge or spiral arms. Rather, they are extremely chaotic in appearance. These galaxies are thought to resemble some of the earliest that formed in the Universe and may provide clues as to how stars appeared shortly after the Big Bang.

This image was created by combining visual and infrared images taken with the Wide Field Channel of the Advanced Camera for Surveys aboard the Hubble Space Telescope. The field of view of the Wide Field Channel is approximately 3.4 by 3.4 arcminutes wide.

Yoga in public schools latest test of free speech

Should yoga sessions in public schools be subject to the same restrictions as religious ceremonies? A group of 60 Southern California parents thinks so?they want to pull yoga out of their school district?s curriculum.

Yoga_Class_at_a_Gym4The yoga controversy is the latest twist on the contentious issue of anything having to do with religion in schools funded by taxpayer dollars.

In this case, a lawyer for the parents says yoga has ties to Hinduism and that there is no place for it in the Encinitas Union School District.

?There?s a deep concern that the Encinitas Union School District is using taxpayer resources to promote Ashtanga yoga and Hinduism, a religion system of beliefs and practices,? their attorney, Dean Broyles, told the North County Times, a regional newspaper.

The district has classes in nine schools and is reportedly set to receive a $500,000 grant from an Ashtanga yoga institute to expand the classes. Its superintendent has said he doesn?t plan to stop the classes.

Broyles told ABC News that Ashtanga yoga is indeed a religious practice.

?The poses and positions are acknowledged by Ashtanga and Hindi yoga as forms of worship and prayers to Hindu deities,? he told ABC. ?They have a spiritual and religious meaning behind them.?

Broyles said after doing his own research, he?s convinced Ashtanga yoga in public schools is a constitutional issue.

?We think that children are being used as guinea pigs,? he told ABC. ?It would be like a charismatic Christian organization funding classes in worship and praise.?

The yoga controversy comes after two other high-profile cases about religious expression at publicly funded schools.

In those cases in Texas and Tennessee, the debate is over Christian prayer and Christian slogans at a prominent university and a local high school.

Recent Constitution Daily Stories

Making sense out of Gallup and other presidential polls
Inside America?s first dirty presidential campaign, 1796 style
Romney?s ace could come from a mystery swing state

The Freedom From Religion Foundation, which promotes separation of church and state, is involved in both situations.

In Texas, a group of high school cheerleaders won the latest legal skirmish over their display of religious slogans on banners used at football games.

A judge has agreed with the students that the slogans were an individual expression of private free speech. That case is headed to trial next year after the students won an injunction.

Constitution Daily contributor Lyle Denniston said in his case analysis for us earlier this week that the judge?s focus was on the application of free speech principles, not religion.

?It was not decisive, for this judge, that the message is, in fact, only a Christian one. It thus is up to the cheerleaders to choose, or not, to vary the message so that it reflects religious tolerance as well as religious freedom. That is a civics lesson, even if not one required by the Constitution,? he said.

The other high-profile case involves the University of Tennessee at Knoxville football program, which has traditionally invoked a public prayer in its stadium before football games.

The Freedom From Religion Foundation said some alumni complained about the tradition, and were upset that the name of Jesus Christ was used during the prayers. It asked the school to stop the practice.

In September, another school in the state system, the University of Tennessee at Chattanooga, said it would use a moment of silence at games, in response to a similar complaint from the foundation.

The University of Tennessee at Knoxville is continuing with non-sectarian prayers at the games.

In its dialogue with the university, Freedom From Religion Foundation cited the historic Santa Fe v. Jane Doe decision in 2000 that barred prayers at high school football games; the County of Allegheny v. American Civil Liberties Union case from 1989 (which barred nativity scenes from a courthouse); and Abington vs. Schempp from 1963 (which halted the reading of Bible passages in public schools).

The school said there was nothing wrong with a pre-kickoff invocation.

Facebook gaming not ?doing as well as? Zuckerberg would like ...

Wed, Oct 24, 2012 | 23:46 BST

Facebook?s third quarter financial review included some telling comments from CEO Mark Zuckerberg on the state of social gaming in general and Zynga in particular.

?Overall, gaming on Facebook isn?t doing as well as I?d like,? Zuckerberg said during an earnings call, as reported by CVG.

The social network didn?t give details beyond this, although overall, Facebook notes a 32% jump in revenues but ended on a loss of $59 million (?37m).

Zuckerberg said that Zynga, which once brought in 12% of Facebook?s total revenue, hasn?t been as lucrative of late.

?Our payments revenue from Zynga decreased by 20% this quarter compared to last year,? he said.

?But the interesting thing is that the rest of the games ecosystem has actually been growing. Our monthly payments revenue from the rest of the ecosystem increased 40% over the past year since payments has been adopted. This evolution is pretty encouraging.?

Interestingly, Zuckerberg also noted that facebook will continue its push on mobile as that?s where its users are most engaged; Zynga is sensibly making a strong bid in the same direction, having painted itself into a corner where significant lay-offs were required.

Ind. Senate candidate criticized over rape comment

NEW ALBANY, Ind. (AP) ? Top Republicans were slow to embrace tea party-backed Indiana Senate candidate Richard Mourdock after he ousted a longtime GOP senator from office. Though he eventually won their support ? and money ? Mourdock could see both fade after telling a live television audience that when a woman becomes pregnant during a rape, "that's something God intended."

Mourdock, who has been locked in one of the country's most expensive and closely watched Senate races, was asked during the final minutes of a debate Tuesday night whether abortion should be allowed in cases of rape or incest.

"I struggled with it myself for a long time, but I came to realize that life is that gift from God. And, I think, even when life begins in that horrible situation of rape, that it is something that God intended to happen," Mourdock said.

Mourdock became the second GOP Senate candidate to find himself on the defensive over comments about rape and pregnancy. Missouri Senate candidate Rep. Todd Akin said in August that women's bodies have ways of preventing pregnancy in cases of what he called "legitimate rape." Since his comment, Akin has repeatedly apologized but has refused to leave his race despite calls to do so by leaders of his own party, including GOP presidential hopeful Mitt Romney.

Republicans split on their reaction to Mourdock Wednesday morning. Indiana gubernatorial candidate Mike Pence said Mourdock should apologize for the comment, and a spokeswoman for Republican congressional candidate Susan Brooks said she disagreed with Mourdock.

But the National Republican Senatorial Committee, which has invested heavily in Mourdock and Indiana, said their candidates' words were being twisted.

"Richard and I, along with millions of Americans - including even Joe Donnelly - believe that life is a gift from God. To try and construe his words as anything other than a restatement of that belief is irresponsible and ridiculous," NRSC Chairman and Texas Sen. John Cornyn said in a statement.

It was not immediately clear what effect Mourdock's comments might have during the final two weeks in the increasingly tight race against Democratic Rep. Joe Donnelly. But they could prove problematic. Romney distanced himself from Mourdock on Tuesday ? a day after a television ad featuring the former Massachusetts governor supporting the GOP Senate candidate began airing in Indiana.

"Gov. Romney disagrees with Richard Mourdock's comments, and they do not reflect his views," Romney spokeswoman Andrea Saul said in an email to The Associated Press. Romney aides would not say whether the ad would be pulled and if the Republican presidential nominee would continue to support Mourdock's Senate bid.

Other Republicans did not immediately weigh in. Indiana Republican Party spokesman Pete Seat referred comment to the Mourdock campaign. A spokesman for the National Republican Senatorial Committee did not immediately return a request for comment Tuesday night.

National Democrats quickly picked up on Mourdock's statement and used it as an opportunity to paint him as an extreme candidate, calling him a tea party "zealot." DNC Chairwoman Debbie Wasserman Schultz described Mourdock's comments as "outrageous and demeaning to women" and called on Romney to take his pro-Mourdock ad off the air.

Mourdock further explained Tuesday night after the debate that he did not believe God intended the rape but that God is the only one who can create life.

"Are you trying to suggest somehow that God preordained rape, no I don't think that," Mourdock said. "Anyone who would suggest that is just sick and twisted. No, that's not even close to what I said."

Mourdock has consistently opposed abortion, with the exception of cases where the mother's life is in danger. His stark pro-life stance earned him the endorsement of Indiana Right to Life in the Republican primary and the general election.

In response, Donnelly said after the debate in southern Indiana that he doesn't believe "my God, or any God, would intend that to happen."

Mourdock, who ran unsuccessfully for Congress three times before becoming state treasurer, became one of the tea party's biggest winners of the 2012 primary season when he knocked off veteran Indiana Sen. Richard Lugar in a brutal campaign. Initially, national Republicans stayed out of the Indiana race because the race had appeared to be a likely win for the GOP.

But as the race grew tighter in recent months, Mourdock changed his tune and started trying to woo moderate voters. At the same time, top Republicans began stumping for Mourdock around the state in a push to break open the high-stakes Senate race. Republicans need to gain three seats, or four if President Barack Obama wins re-election, and seats that were predicted to remain or turn Republican have grown uncertain.

Senate Minority Leader Mitch McConnell came to Indianapolis for a fundraiser Monday, and Arizona Sen. John McCain and South Carolina Sen. Lindsey Graham campaigned for Mourdock last week. New Hampshire Sen. Kelly Ayotte is due in the state Wednesday.

Romney's coattails carry special significance in conservative Indiana, where Mourdock has underperformed Romney by 12 points in most public polls. Karl Rove's Crossroads GPS also has bought another $1 million of airtime in Indiana, making his group the biggest player in Indiana's Senate race. A message left for Crossroads GPS spokesman Nate Hodson was not immediately returned.

Donnelly, a moderate Democrat who opposes abortions, has spent much of his campaign highlighting Mourdock's tea party ties and trying to accuse him of being too extreme even for conservative Indiana. Democratic groups have bought another $1.6 million of airtime for Donnelly ads this week.

Improving Self Control: Brain Study on How Affirmation Works ...

Self affirmation theory, first proposed by Claude Steele in 1988, suggests that when a new belief threatens our point of view, we protect our integrity by reminding ourselves who we are. Under this model, self-affirmation helps us tame confirmation bias, which often causes us to be blind to ideas that threaten our existing world view.

By falling back on this sense of integrity, we allow ourselves to be more open to new ideas without feeling as though we are jeopardizing who we are.

The model may sound a bit ?touchy-feely,? but many psychological studies have demonstrated how self-affirmation can help improve our performance on various tasks in experimental studies. Unfortunately, very little of this research has focused on what is actually happening in the brain, until now.

The experiment was led by Lisa Legault of Clarkson University with researchers from the University of Toronto Scarborough?and?Johns Hopkins University.

Because self-affirmation allows us to be more open to threatening ideas, they set out to discover whether this meant we would be more open to our own errors, and if this had something to do with the better performance seen in previous studies.

They also wanted to find out if this effect could be measured in the brain itself through a?phenomenon?called ?error related negativity.? This brain wave, more concisely called an ERN, is a well known electrical activity spike that happens in your brain after you make an error. Remarkably, these spikes occur even if you aren?t consciously aware of an error, although the spikes are smaller in this case.

The anterior cingulate cortex is highlighted

Previous MRI experiments suggest that ERN probably starts in a part of your brain called the anterior cingulate cortex, located between your forehead and the center of your brain.?This part of the brain is vital for all kinds of functions, including regulating blood pressure and heartbeat, as well as more ?human? things like empathy, decision making, emotion, and reward.

To test the theory, 38 undergrads were asked to rate 6 values according to their importance. Half were asked to write why their highest ranked value was important to them, a form of self-affirmation. The other half were asked to write why their highest ranked value wasn?t that important to them, which would reduce their sense of self-affirmation.

Afterward, the participants were hooked up to an EEG while they played a simple computer game. The game would push the ?go? button when they saw the letter M, and not push the button when they saw the letter W. To reinforce the effect, if they failed to push the button, or missed their chance, they saw the word ?Wrong!? on the screen.

As previous experiments would suggest, the ones who went through the self-affirmation task did better at the game.

More interestingly, they experienced larger ERN spikes when they made an error. After controlling for everything else, they verified that this larger ERN spike was the most likely cause of improved performance.

In other words, feeling self-affirmed actually means you are more aware of the errors you have made, more receptive to them, and more willing to change your approach in order to correct the errors.

DISGRACED AMERICAN CYCLIST Lance Armstrong is set to lose another of his honours if the mayor of the commune d?Huez in the Alps gets his way to strip Armstrong?s name from two corners named after him on the legendary climb to the top of Alpe d?Huez.

Jean-Yves Noyrey told AFP on Tuesday that he would put it to the council on 11 November but wasn?t sure his motion would prevail.

?I want to take his name away from the corners and leave it blank, and I will be proposing that to the municipal council on November 11,? he said.

?The fact that Lance Armstrong has been stripped of all of his titles (his seven Tour de France crowns 1999-2005) has provoked us into posing the question ourselves of whether his name should remain on the corners.

?But opinions on the council are split.?Some think that just because he has been stripped of the titles that we should also take away his victory in the stage.?

The Alpe d?Huez climb is probably the most famous climb of the Tour comprising 21 corners over 14 kilometres and an altitude of 1100 metres.

Each corner carries the name of one or several riders who have won the stage in the Tour de France ? something Armstrong did twice, in 2001 and 2004.?The International Cycling Union (UCI) on Monday gave its backing to a damning US Anti-Doping Agency (USADA) dossier that placed the Texan at the heart of the biggest doping programme in sport, erasing his record back to August 1, 1998.

news@kykernel.com

The Elbert C. Ray eStudio is a studio that offers free tutoring in written, oral, visual and digital communication to students in the College of Engineering.

?We can help students in the quality of the work they produce and the way they professionalize themselves. We can make them better students now and better engineers later,? said Emily Dotson, assistant director of the eStudio.

The eStudio offers free tutoring for engineers in written communication tailored specifically to the technical writing, scientific reports and lab reports these students must master.

It also helps with everything from emails to grant proposals.

Tutors at eStudio, primarily upper-level Honors students from all fields of engineering, are available to help engineering students with their presentations.

?We have rehearsal spaces with white boards, cameras to tape presentations, and well-trained tutors to offer tips and feedback to improve presentations,? said Amber Troxell, acting director of the eStudio.

The eStudio also provides a state-of-the-art digital media lab.

Its sound booth is the same one used by Lady Gaga.

Video-editing software, digital video cameras, green screens, video and audio conversion software and photography equipment are available to all engineering students.

Tutors are trained on all the equipment an expert is always there to help.

The eStudio allows engineering students to check out most of the equipment to help with their projects and presentations.

Flip cameras, professional photography equipment and audio-recording equipment are all available for checkout.

Macs and personal computers are available for checkout for use in the studio only.

Whether used for drop-in tutoring or as part of EGR199, a class which provides a one-on-one, scheduled meeting time between a tutor and a student, eStudio provides an informal, friendly place for ESL students to get assistance with written and oral communication skills.

?This is a great tool for us to improve writing and speaking skills,? said Cedric Lukonga, an ESL senior in mining engineering.

While 80 percent of the services offered at eStudio are for engineering students, 20 percent are for faculty.

?We do workshops on any type of communication issue for engineering faculty and can customize them for the specific needs of the class,? Dotson said.

The eStudio is at Room 108A of the Ralph G. Anderson Building and is open Mondays through Thursdays from 10 a.m. to 6 p.m. and Fridays from 10 a.m. to noon.

Engineering students can drop in for tutoring or make an appointment through eStudio?s online scheduling program, available on its website: www.engr.uky.edu/estudio.

Although the eStudio has been open to engineering students since September, it will host a grand opening at 3:30 p.m. Nov. 28 to promote it for engineering students and to honor Elbert C. Ray and Charles Scroggins, whose funding helped its creation.

Students, faculty and staff in the College of Engineering are invited to attend.

Lab that made tainted steroid shots to get 'CSI' treatment

Investigators are sifting through records and testing a Massachusetts lab to determine how a fungus associated with a form of meningitis worked its way into products that should have been sterile.

"It's really 'CSI' stuff," says Eric Kastango, president and owner of ClincalIQ, a New Jersey-based consulting firm that aims to help the industry meet safety standards. "The microoganism in the vials is the same microoganism in the patients. The question is: How did it get in the vials in the pharmacy?"

The incident involves the New England Compounding Center (NECC) in Framingham, Mass., which is no stranger to regulator scrutiny. Records released Monday by the Massachusetts Department of Public Health indicate that the company has been the subject of several complaints and inspections since 1999.

In the current case, large shipments of injectable steroid formulated by NECC have sickened 308 people in 17 states and killed at least 23, according to figures updated on Tuesday by the US Centers for Disease Control in Atlanta. Some 14,000 patients in all may have received contaminated injections.

Are you scientifically literate? Take our quiz

Compounding pharmacies typically produce limited quantities of medicines whose formulation or dose is tailored to patients ? pets as well as people ? whose doctors deem as inappropriate treatment standard doses of mass-produced medicine. In addition, hospital pharmacies can tap advanced compounding pharmacies for some of the sterile medicines the hospitals use.

The US hosts more than 7,500 pharmacies that provide advanced compounding services, according to the International Academy of Compounding Pharmacies. Of those, some 3,000 produce sterile compounds.

Contamination incidents involving sterile compounds from compounding pharmacies are rare, but they do happen. Between 1990 and early 2012, at least 21 incidents involving contaminated sterile medicines from compounding pharmacies have occurred, killing 25 patients and leaving more than 120 others with serious side effects, according to a list compiled for the Institute of Safe Medication Practices, based in Horhsam, Pa.

In some ways, the potential for at least tiny amounts of contamination comes with any compounding, acknowledges Kara Weatherman, a pharmacist and clinical assistant professor of pharmacy practice at Purdue University in West Lafayatte, Ind.

"You try to avoid the potential for contamination," she says. "But unless you're working in an environment where there are no particles, there's always a chance that something is going to end up in your product."

In the case of microoganisms such as the fungus in the NECC products, the longer a vial sits around waiting to be shipped or used, the longer the microoganisms have to expand their colony. Testing a product before it leaves the pharmacy to ensure it's sterile can in some cases take up to 14 days ? which can be impractical if the shipment is urgent.

"In those cases you just say: 'OK, we're only going to use this drug for five days.' You limit the shelf life," she says, to prevent any microbial contaminants from going into population overdrive.

How materials were stored and how long were they in storage are two issues that investigators look into, says Edmund Elder Jr., director of the Zeeh Pharmaceutical Experiment Station at the University of Wisconsin in Madison.

According to Food and Drug Administration records, one of the agency's concerns about NECC in 2006 was that it repackaged sterile, injectable drugs ? a process that exposes the sterile drug to contamination as vials are opened and the contents are transferred to syringes. The FDA warning letter also raised related storage issues.

Beyond process issues, the company also has come under scrutiny for the large amounts of drugs it produces.

"We're finding out that volume out of this pharmacy was astronomical," says Mr. Kastango says. The numbers suggest that its operation had crossed the divide between compounding to match prescriptions and out-and-out manufacturing, he adds.

The fungus involved in the NECC case can crop up in homes, soils, water supplies, or the air, says Dr. Elder, who has participated in investigations of previous incidents at compounding pharmacies. It can enter a lab on shoes, on the lab coat of someone outside taking a break and not changing into clean lab garb after returning, or though air ducts, adds Mr. Kastango, pointing to past examples.

Investigators typically aim to pinpoint the pathway by which a contaminant entered the product. But they also eye a pharmacy's environmental-monitoring effort, which is supposed to check for the presence of potential contaminant organisms within the facility. Such efforts are included in a detailed set of international standards, which is the foundation for federal regulations as well as regulations in many states. The standards also call for periodic checks of employees ? swab-testing hands and lab suits, for instance.

Inside a facility, some small amount of contamination may be present, specialists say. The key is to make sure minimal contamination remains minimal.

Reflecting on incidents he's helped investigate, Elder draws an analogy to a catastrophic airliner crash: "You can have single things go wrong in any flight, and the plane still lands in the end. But if you have multiple things go wrong, and the pilots involved don't react appropriately, we see a catastrophic event."

"It's not necessarily one thing that went wrong, but a number of different things that went wrong that sometimes have built up over time," he adds."Someone took a shortcut, nothing happened, so that becomes their normal way of operating."

Annual black bear hunt has its backers and detractors | Maryland ...

Many use event for family bonding, but at least one feels it sends the wrong message

By Don Markus, The Baltimore Sun

3:16 p.m. EDT, October 20, 2012

Kaitlin Zembower had gone deer hunting with her father Jerry countless times over the years near their Frostburg home, but the experience they shared during last year's annual Maryland black bear hunt was much different.

Though Jerry Zembower had seen the same bear every day on his way to work in the week leading up to the hunt, he and his daughter didn't see any, let alone shoot one, during their hunt.

But Kaitlin wouldn't trade those hours last October for any other time she had spent with her dad hunting

?When we go deer hunting, we're usually in different places," said Kristin Zembower, a 20-year old senior at Frostburg University who is in the school's Wildlife and Fisheries program. "When we were out for the bear hunt, we were there together. It was great to have that experience to be with him. It really matters."

Said the elder Zembower, the president of the Allegany-Garrett Sportsmen's Association: "It's a good type of bonding experience. You learn about all kinds of things ? you learn about nature, your family. It's a good time."

Many families like the Zembowers will share the same experience this week when the annual black bear hunt opens Monday, but those opposing the hunt ? which was reinstituted in 2004 after a 50-year absence ? say filling the family room with mementos can be done in much more humane way.

"We don't have to go killing a black bear to build family memories ? that's outrageous," said Joe Lamp, who served 14 years on the state's Wildlife Advisory Committee. "You can certainly do that with a Nikon not a Weatherby [hunting rifle]."

In particular, Lamp is opposed to children under the age of 16 who have either been issued tags to the bear hunt or will be taken along by those who are among the state-record 340 invitees to the event, which Lamp and others call "nothing more than a trophy hunt".

While Kaitlin Zembower did not kill a bear in her first bear hunt a year ago, young hunters have made their place in the event's local lore.

Sierra Stiles of Kitzmiller was 8 when she shot and killed a 211-pound bear only 30 minutes into the second year of the hunt's revival in 2005. A year ago, another young Kitzmiller resident was one of six under the age of 15 who killed bears during what was a four-day hunt.

The 376-pound bear 12-year old Colton Lucas killed had been menacing the town near the West Virginia border by turning over trash bins and making his way onto the porches of several homes to get to the bird feed. Colton was hailed as something of a local hero, and his father Joe, who had never had taken part in the bear hunt after years of trying to get a tag, said "he created a memory in his own backyard."

Harry Spiker, a bear biologist for the Department of Natural Resources who manages the bear hunt, said the event is much different from deer hunting. Getting a permit for the bear hunt is viewed in the Maryland hunting community as "winning the lottery," Spiker said. More than 4,000 applied for the permits issued this year ? also a record.

A quota of between 80 and 100 bears killed has been set by the state to reduce a growing population of bears that, according to Spiker, has moved east ? even into Montgomery and Prince George's counties ? in recent years.

"If you draw a tag [for the bear hunt], you don't know if you're going to get one for another five or 10 years," Spiker said.

Those who receive tags for the bear hunt are allowed to bring up to two others with them, and Spiker said that often involves family members, because "is partly about building family camaraderie and having the opportunity to build that memory if you will."

But Lamp doesn't think the bear hunt is about adding to the family scrapbook or the hunter's house decor. Among the piles of letters and legal documents detailing Lamp's unsuccessful fight to shut down the bear hunt is a Baltimore Sun clipping from 2004 about the opening day of the hunt.

In it, the 8-year old Stiles, who received one of the 192 permits given that year, told a reporter that she wanted to turn the dead animal "into a rug."

That's just the kind of statement Lamp said supports his argument for not allowing children under the age of 16 to be allowed to hunt.

"There's no age restriction on getting a hunting license in Maryland. Kids 5 years old and up have gotten hunting licenses," Lamp said. "We know the human brain is not fully developed until they are in their early 20s. The critical area for reasoning, decision making on the spur of the moment, is not developed. ... I have a huge, huge problem with youth hunting."

Lamp questions how adults can be arrested for leaving children 8 and under unattended in their homes, but "not for letting them go hunting in the woods. ... .My concern is that you're doing a lot of harm to a kid. He's or she's is probably not aware of what they're actually doing, taking a life of a scentian creature."

According to data Lamp said he received from the DNR in the late 1990s, nearly 50 percent of those who passed the state's test in order to get a hunting license were 16 and under. Spiker said the number of resident junior licenses has ranged between 8,500 and 9,500 for the "last several years." It represents about 2 to 4 percent of the total number of licenses issued.

Lamp also believes most involved in the bear hunt do not live in Western Maryland, where many of the state's estimated bear population of 721 reside.

"If it's because these people need the meat to feed their family, that's one thing, but that's not the case," Lamp said. "There are people from everywhere who are trying to get the permits. I believe there are very few from Western Maryland, based on the probability of it."

It might come as a surprise but Lamp, who plans to conduct his annual one-man protest near his home in Anne Arundel County by spending part of the day with an anti-hunting sign and a small toy bear on College Parkway, is not completely opposed to the circumstances that led to Colton Lucas' kill last year.

"When it comes down to shooting a rogue bear, I can't see anyone complaining," Lamp said. "If they want to shoot a bear that is menancing people in a town, I have no problems with that. But if they're out there shooting bears in a barrell, that's wrong."

Kaitlin Zembower sees it differently. She understands what the state is trying to do in terms of reducing the bear population and can see how it wants to promote hunting with a younger generation. She sees the sport's popularity first-hand every day she goes to class.

"I think [Wildlife and Fisheries] is one of the fastest growing majors in the school, and there are a lot more women in the program," she said. "I think it shows a great future [for hunting and other outdoor sports]."

Her father will be out there Monday, having been invited by a friend who won this year's bear hunt lottery.

"It's a big deal," Jerry Zembower said.

For a different reason, Lamp would agree.

Republican Party gives Romney financial advantage over Obama

WASHINGTON (Reuters) - Mitt Romney held a financial advantage over President Barack Obama heading into October thanks to strong fundraising by the Republican Party that will allow its candidate to spend more on the last stretch toward the November 6 election.

Campaign finance disclosures show the Romney campaign, the Republican National Committee and the fund they use jointly had $183.1 million in cash on hand at the end of September, more than Obama and the Democratic Party, who had $149.1 million.

Obama's campaign on its own has dwarfed Romney's in the money stakes in recent months, raising $136.2 million in September, according to a Reuters tally of latest reports. The Romney campaign alone raised much less: $76.1 million, according to filings with the Federal Election Commission.

But when taken together with the RNC, Romney had more to spend on advertising and get-out-the-vote efforts as the campaign entered its last lap with the two men running neck and neck in polls.

September was one of the toughest months for Romney as he lagged in the polls and suffered from the release of a secretly taped video showing him make remarks that 47 percent of the population who receive government benefits are "victims."

Nonetheless, he continued to grow his small-donor base in September and raised nearly a third of his money from checks of less than $200, Saturday's filings showed.

The FEC filings do not account for what the campaign said was a big uptick in online donations after Romney's strong performance in the first presidential debate on October 3.

Romney also has an advantage in support from "Super PACs" and other outside groups such as Republican strategist Karl Rove's nonprofit Crossroads GPS, which funds anti-Obama advertisements.

Republican-aligned groups spent $84.1 million on ads from September 10 through October 18, while pro-Democratic groups laid out less, $23.1 million, despite a strong fundraising month by pro-Obama Super PAC Priorities USA Action, according to Reuters analysis of spending disclosures to the FEC.

The lynchpin of Obama's fundraising effort has been the campaign's ability to collect donations on its own as opposed to the Democratic National Committee or outside-spending groups.

Campaign finance experts say Obama's more direct control of money offers greater flexibility in how to use it. Parties have limits on how much they can coordinate with a candidate's campaign on spending and TV stations promise campaigns - not outside groups or parties - the lowest prices on ads.

However, the ad barrage of the 2012 campaign has boosted prices on precious advertising time in crucial swing states and local TV station managers say campaigns are paying little attention to how much an ad costs as long as it airs in the little time left before Election Day.

Obama's campaign spent a whopping $111.4 million in September, the vast majority of that on the production and airing of ads, according to Reuters analysis of FEC filings. Romney's campaign, by comparison, spent $54.7 million, also mostly on advertising.

SMALL DONOR CHASE

Obama this week released a list of "bundlers" - people raising $50,000 or more for his re-election effort - indicating that so far in this campaign, they helped him with at least $180.1 million. Romney has not disclosed his bundlers.

Romney held his last fundraiser in Florida on Saturday and the Obama campaign had its last one earlier this month.

Obama's prowess with small donors remained on a level with his record-setting 2008 White House bid as he relied on people giving $200 or less for more than a third of his cash this year.

Dollar-to-dollar, Romney's small-donor haul was at least $12.4 million versus $49.5 million for the president, according to a Reuters analysis of data provided to the FEC.

Small donor enthusiasm for Romney lagged through the summer months as he struggled to coalesce the party after the Republican primaries, said Bill Allison, editorial director at the nonpartisan Sunlight Foundation, which advocates for campaign finance transparency.

"Republicans are much more excited about him now," Allison said. Republican small donors include many evangelical conservatives and "they have become the forgotten group in the 2012 campaign," he said.

The RNC had $82.6 million in September, trouncing its Democratic counterpart, which had $4.6 million after taking out a $10.5 million loan.

Hot Tips For Real Estate Shopping And Buying | Eric Chua : Life - First

Purchasing a piece of real estate can change your life. It is possible to mitigate the stress, however, by arming yourself with knowledge. If you read the tips in this article, you will know what you are doing in advance, and buying your home will be an enjoyable experience.

Before you buy a house, hire a home inspector. You don?t want to discover after you buy that your house needs a lot of renovating. This can cost you a ton and it could cause you to have to make other homing arrangements while the renovations are happening.

When you have kids, or are planning to start a family in the future, make sure you buy a home that can accommodate everyone. There are safety issues, too, that can affect your choice of home if you have children. For example, the type of staircases in the home and protective fences around pools must be considered. You should have a safer house if the previous tenants had children.

TIP! You probably will not be able to find the exact property you want so learn to be flexible. You may not be able to afford the perfect house in the perfect community, but you may be able to afford one or the other.

Real Estate

Keep in touch with other real estate investors. There?s a lot of options when it comes to real estate, but the most important factor is finding the property that is correct for you. Doing this can help to find the perfect match for your investment, before someone else snatches it away.

The first step to shopping for real estate is organization. Start by dedicating a notebook to real estate information you glean from friends, real estate agents, newspapers and the internet. If you use this method, you will have all of your findings in one place if you need to refer to it.

TIP! All real estate agents should contact any past clients during the holidays, and at the anniversary of that person?s purchase date. This will remind people of how helpful you have been to them during their real estate experience.

If the home you are buying has been foreclosed on, it?s probably best to assume that it might need some repairs. Vacant homes, as is often the case in foreclosures, haven?t had regular maintenance. Many foreclosed homes may have pests, and might need a new HVAC system.

When you are ready to purchase a property, hiring a renowned real estate agent is a must. The Better Business Bureau is a great resource, along with a number of other Internet resources. The best references for an agent are usually from family, friends, and trusted co-workers.

Credit Report

TIP! Get as much information about potential rental properties as possible. If you are considering purchasing a rental property, you should not consider buying the property until you have completely reviewed the records for at least the past two years.

Before you go house hunting, check out your credit report. Once you have your credit report in your hand you need to thoroughly look over it and see if there are any problems with it; report any discrepencies. It is important that your credit looks good prior to looking for a home, as you don?t want to be declined for a mortgage.

Look into different payment assistance solutions you can find. This along with the seller paying the closing costs will significantly reduce the amount of money you are required to save before you purchase a home.

This is the perfect time to turn to real estate as an investment. The market crashed, and prices as well as interest rates are extremely low right now. This presents a unique and ideal window of opportunity to move out of an apartment and into a place of your own. Since the prices will eventually go up again, if you purchase now, you are sure to make your investment profitable.

TIP! Go online and use one of the many calculators to figure out how much you should spend on a home. These types of calculators let you put in your income, your expenses, and any debt you might have.

If you are purchasing a home, be sure to hire people not related to the seller or agent in anyway. It can be tempting to use the appraisers and house inspectors that the seller has chosen. Not many people like to spend money on things that they are able to get for free. Even so, it is always best to hire people you personally can trust. A home is an expensive endeavor, getting the real truth now can save you a lot of money in the future.

For rental properties, clarify issues like yard maintenance and landscaping services before the lease is signed. Depending on how it is set up, you may be responsible for the yard. Other renters may take care of this themselves.

Rental Property

TIP! It can be well worth your while to purchase a home warranty. When you buy a new home from a builder, or an established home from an owner, you should always request a warranty.

Research potential properties before purchasing them. There are a number of features to look at when buying rental property. You will also want to purchase a rental property that won?t require a large amount of maintenance. Is the property in solid condition and is it going to stay that way with minimal upkeep? Location is another key feature. Location is very important for most properties that will be used as rentals. You need to make sure that you property is near popular retailers, schools, and service providers that your potential tenants will want to visit. Another thing to look for is what the average income is for the neighborhood. This differs from physical location since high rent areas are better locations than those with lower rent. In high rent areas, location is often less of a concern than in low rent areas.

You need to stay moderate when you are dealing with real estate purchases. Do not be too extreme with your offers. Often, people who are too aggressive about trying to make the best possible deal work against their own best interests. You can have a firm idea of what you want to pay, but let the Realtor and lawyers have some leeway.

Deciding what to offer when preparing to buy a home is important. If you work together with the seller, you are sure to reach a selling price that you both feel comfortable with.

TIP! If you are making a major commercial property purchase, it is better to have a trusted partner working with you than to try to do it alone. This will help you qualify for the commercial mortgage loan easier as you proceed in buying the property.

Remember that a minimum down payment is required, and you should be certain that you have it. If you can?t make a traditional down payment, then you may have to get private mortgage insurance. This can cost a lot more than you?d need to pay than if you went for a conventional mortgage.

A good tip before buying in a neighborhood is to look at the registry for sex offenders in that area before you sign the contract. While sex offender data is, by law, publicly available, do not think for a moment that home sellers or their real estate agents will feel any obligation to pass it along to a potential buyer. It is your responsibility as a home buyer to research the safety of any location you are considering as your next home.

By putting the previous tips to good use, you can make the process of buying a home smoother and easier. Having an understanding of what you can expect is only half of this battle.

TIP! Know the types of houses that are in the neighborhood that you are interested in. This helps make sure you do not buy the largest, nicest home in the area.

Longtime Indian activist Russell Means dies at 72

SIOUX FALLS, S.D. (AP) ? Russell Means spent a lifetime as a modern American Indian warrior. He railed against broken treaties, fought for the return of stolen land and even took up arms against the federal government.

A onetime leader of the American Indian Movement, he called national attention to the plight of impoverished tribes and often lamented the waning of Indian culture. After leaving the movement in the 1980s, the handsome, braided activist was still a cultural presence, appearing in several movies.

Means, who died Monday from throat cancer at age 72, helped lead the 1973 uprising at Wounded Knee ? a bloody confrontation that raised America's awareness about the struggles of Indians and gave rise to a wider protest movement that lasted for the rest of the decade.

Before AIM, there were few national advocates for American Indians. Means was one of the first to emerge. He sought to restore Indians' pride in their culture and to challenge a government that had paid little attention to tribes in generations. He was also one of the first to urge sports teams to do away with Indian names and mascots.

"No one except Hollywood stars and very rich Texans wore Indian jewelry," Means said, recalling the early days of the movement. And there were dozens, if not hundreds, of athletic teams "that in essence were insulting us, from grade schools to college. That's all changed."

AIM was founded in the late 1960s to demand that the government honor its treaties with American Indian tribes. The movement eventually faded away, Means said, as Native Americans became more self-aware and self-determined.

There were plenty of American Indian activists before AIM, but it became the "radical media gorilla," said Paul DeMain, editor of News from Indian Country, a national newspaper focused on tribal affairs.

"If someone needed help, you called on the American Indian Movement, and they showed up and caused all kind of ruckus and looked beautiful on a 20-second clip on TV that night," DeMain said.

Means and AIM co-founder Dennis Banks were charged in 1974 for their role in the Wounded Knee uprising in which hundreds of protesters occupied the town on the site of the 1890 Indian massacre. Protesters and federal authorities were locked in a standoff for 71 days and frequently exchanged gunfire. Before it was over, two tribal members were killed and a federal agent seriously wounded.

After a trial that lasted several months, a judge threw out the charges on grounds of government misconduct.

Other protests led by Means included an American Indian prayer vigil on top of Mount Rushmore and the seizure of a replica of the Mayflower on Thanksgiving Day in Plymouth, Mass.

But Means' constant quest for the spotlight raised doubts about his motives. Critics who included many fellow tribe members said his main interest was building his own notoriety.

Means said his most important accomplishment was the proposal for the Republic of Lakotah, a plan to carve out a sovereign Indian nation inside the United States. He took the idea all the way to the United Nations, even though it was ignored by tribal governments closer to home, including his own Oglala Sioux leaders, with whom he often clashed.

For decades, Means was dogged by questions about whether the group promoted violence, especially the 1975 slaying of a woman in the tribe and the gun battles with federal agents at Wounded Knee.

Authorities believe three AIM members shot and killed Annie Mae Aquash on the Pine Ridge reservation on the orders of someone in AIM's leadership because they suspected she was an FBI informant.

Two activists ? Arlo Looking Cloud and John Graham ? were both eventually convicted of murder. The third has never been charged.

Also in 1975, murder charges were filed against Means and Dick Marshall, an AIM member, in the shooting death of a Sioux man at a saloon in the town of Scenic, S.D. Marshall served 24 years in prison. Means was acquitted.

His activism extended to tribes beyond the United States. In the mid-1980s, Means traveled to Nicaragua to support indigenous Miskito Indians who were fighting the Sandinista government.

Born on the Pine Ridge Indian Reservation, Means grew up in the San Francisco area and battled drugs and alcohol as a young man before becoming an early leader of AIM.

With his rugged good looks and long, dark braids, he also was known for a handful of Hollywood roles, most notably in the 1992 movie "The Last of the Mohicans," in which he portrayed Chingachgook alongside Daniel Day-Lewis' Hawkeye.

He also appeared in the 1994 film "Natural Born Killers," voiced Chief Powhatan in the 1995 animated film "Pocahontas" and guest starred in 2004 on the HBO series "Curb Your Enthusiasm.

Means also ran unsuccessfully for the Libertarian nomination for president in 1988 and briefly served as a vice presidential candidate in 1984 on the ticket of Hustler publisher Larry Flynt.

Means always considered himself a Libertarian and couldn't believe that anyone would want to call themselves a Republican or a Democrat.

"It's just unconscionable that America has become so stupid," he said.

Means often refused interviews and verbally blasted journalists who showed up to cover his public appearances. Instead, he chose to speak to his fan base through YouTube videos and blog posts on his website.

Means recounted his life in the book "Where White Men Fear to Tread." He said he pulled no punches in the autobiography, admitting to his frailties but also acknowledging his successes.

"I tell the truth, and I expose myself as a weak, misguided, misdirected, dysfunctional human being I used to be," he said.

Means died at his ranch in in Porcupine, S.D. He announced in August 2011 that he had inoperable throat cancer and told The Associated Press that he would forego mainstream medicine in favor of traditional American Indian remedies.

Means' death came a day after former Sen. George McGovern died in Sioux Falls at the age of 90. McGovern had traveled to Wounded Knee with then-Sen. James Abourezk during the takeover to try to negotiate an end to hostilities.

"I've lost two good friends in a matter of two to three days," Abourezk said Monday. "I don't pretend to understand it."

(AP Photo/Herald & Review, Lisa Morrison, File)

(AP) ? Parents who want to reduce their kids' exposure to pesticides may seek out organic fruits and vegetables, but they aren't necessarily safer or more nutritious than conventional foods, the nation's leading pediatricians group says in its first advice on organics.

Science hasn't proven that eating pesticide-free food makes people any healthier, the American Academy of Pediatrics said.

"Theoretically there could be negative effects, especially in young children with growing brains," but rigorous scientific evidence is lacking, said Dr. Janet Silverstein, a co-author of the academy's new report and a pediatric endocrinologist at the University of Florida in Gainesville.

"We just can't say for certain that organics is better without long-term controlled studies," she said.

The report was published online Monday in Pediatrics and echoes a Stanford University study released last month. That research concluded that while eating organic fruits and vegetables can reduce pesticide exposure, the amount measured in conventionally grown produce was within safety limits.

Since organic foods tend to be costlier, a good strategy for penny-pinching parents concerned about pesticides is to buy only organic versions of foods with the most pesticide residue ? including apples, peaches, strawberries and celery, Silverstein said.

But the pediatricians group says higher prices on organic foods might lead some parents to buy fewer fruits and vegetables ? not a good strategy since both have health benefits including reducing risks for obesity, heart disease and some cancers.

Parents should aim to provide their families a diet rich in fruits and vegetables, whether organic or not, along with plenty of whole grains and low-fat or fat-free dairy products, the report says.
