US senators warn Iraq over Iran shipments to Syria

BAGHDAD (AP) ? American senators visiting Iraq warned the Baghdad government Wednesday that it risked damaging relations with the U.S. if it is allowing Iran to fly over its airspace to deliver weapons to Syria.

An Iraqi government spokesman responded by saying Iran has told Baghdad the flights to Syria are only delivering humanitarian aid. He said the onus is on the U.S. to offer up proof that Tehran is shipping weapons.

Senator Joe Lieberman, an Independent from Connecticut, said Iraq's failure to stop the flights could threaten the long-term relationship with the U.S. as well as aid Iraq could receive as part of a 2008 strategic pact between the two nations.

"Bottom line, this kind of problem with these Iranian overflights can make it more difficult to proceed with the Strategic Framework Agreement in the manner that the prime minister and we would like to see happen," Lieberman told reporters in Baghdad. "So I hope this is cleared up quickly."

Iran is Syria's closest ally in the Middle East and it has stood by President Bashar Assad as his forces have tried to crush the uprising there for the past 17 months. Activists say at least 23,000 have been killed.

The dispute over the flights was first reported in The New York Times on Wednesday. It said American officials believe Iran resumed shipments of military equipment to Syria via Iraqi airspace in July after a three-month hiatus.

"This region is about to explode," said Senator Lindsey Graham, a Republican from South Carolina who was visiting Iraq with Lieberman and Republican John McCain of Arizona. "They're in a pickle here," Graham said at the same meeting with reporters where Lieberman spoke.

"The reason they're probably not pushing back on Iran is because they don't see how this ends. There's an amazing lack of American leadership, and it's beginning to show on all fronts," Graham added.

The three hawkish senators said the dispute was one example of how U.S. influence is dwindling in Iraq even after it pumped in billions of dollars of aid and fought a nine-year war that ousted the dictatorship of Saddam Hussein and cost nearly 4,500 American lives.

Ali al-Moussawi, media adviser to Iraqi Prime Minister Nouri al-Maliki, confirmed that Iranian planes are flying over Iraq to deliver goods to Syria. But he said Tehran has assured al-Maliki that the flights are carrying only food and other humanitarian aid to help victims of Syria's civil war.

Iraqi and American officials say the U.S. believes otherwise. They said U.S. Vice President Joe Biden has promised to send al-Maliki evidence that the flights contain weapons to help Assad's regime ? something that would be a violation of a U.N. Security Council agreement.

"The Iraqi government is carefully monitoring this issue both in the sky and ground," al-Moussawi told The Associated Press. He said Iraq has warned Iran against flying weapons though its airspace.

"The Iranian government has said that it respects our decisions," he insisted. "Until now, there is no evidence of any violation in this regard, and if anyone has any evidence, they should bring it to us and we will take the needed measures," al-Moussawi said.

He said Biden promised to show al-Maliki proof of the weapons shipments about a month ago ? but claimed the Iraqis never received it.

Tommy Vietor, the National Security Council spokesman at the White House, did not immediately respond when asked if Biden promised to give proof of the shipments. He said Tehran "will stop at nothing to support a Syrian regime that is murdering its own people," adding that Iraq, like all other nations, must block Iran from exporting arms.

"Iraq has taken steps in the past to meet that obligation and it must continue to do so," Vietor said in an email. "We expect Iraq, as a member in good standing of the international community and a strategic partner of the United States, to meet its international obligations."

Iraq has insisted it is not taking sides in the uprising. But its Shiite-led government has been trying to foster closer ties with Shiite Iran over the last several years, even as western powers have demanded that Assad step down.

It's not clear how Iraq would stop Iran from using its airspace in flying weapons to Syria. Iraq's air force has only a small number of planes, and no fighter jets to protect its skies or enforce its sovereignty. That mission was previously handled by the U.S. military before American troops withdrew from Iraq last year.

At the Pentagon, two senior military officials said the best way for Iraq to confirm what's on the flights is for the Baghdad government to have the Iranian flights land and to inspect the cargo. They spoke on condition of anonymity because they were not authorized to discuss the issue on the record.

Prenatal maternal smoking associated with increased risk of adolescent obesity

ScienceDaily (Sep. 3, 2012) ? Prenatal exposure to maternal cigarette smoking appears associated with an increased risk for adolescent obesity, and is possibly related to subtle structural variations in the brain that create a preference for eating fatty foods, according to a report published Online First by Archives of General Psychiatry, a JAMA Network publication.

"Prenatal exposure to maternal cigarette smoking is a well-established risk factor for obesity, but the underlying mechanisms are not known," the authors write as background information. "Preference for fatty foods, regulated in part by the brain reward system, may contribute to the development of obesity."

Amirreza Haghighi, M.D., of the Hospital for Sick Children,Toronto,Canada, and colleagues, studied 378 adolescents age 13 to 19 years who were recruited through high schools in one region ofQuebec,Canada, as part of the ongoing Saguenay Youth Study. Participants were grouped as exposed to maternal smoking (n=180) or nonexposed to maternal smoking (n=198) and participants in each group were matched at recruitment by maternal education and participant's school attendance to minimize confounding influence of socioeconomic status (SES), and did not differ by sex, age, puberty stage or height.

The authors defined exposed as having a mother who smoked more than one cigarette a day during the second trimester of pregnancy, and nonexposed as having a mother who did not smoke one year before (and throughout) the pregnancy.

Exposed versus nonexposed participants weighed less at birth and were breastfed for shorter periods of time. At the time of analysis, exposed participants had a marginally higher body weight and BMI, and a significantly higher total body fat compared with nonexposed participants. These differences persisted after adjustment for age, sex, and height (when appropriate), and were still significant when adjusting for additional variables frequently associated with maternal smoking during pregnancy (i.e., lower birth weight, shorter duration [or lack of] breastfeeding, and lower SES).

Exposed versus nonexposed participants also exhibited a significantly lower volume of the amygdala (part of the brain that plays a role in processing emotions and storing memories), and the authors found that, consistent with its possible role in limiting fat intake, amygdala volume correlated inversely with fat intake.

"Prenatal exposure to maternal cigarette smoking may promote obesity by enhancing dietary preference for fat, and this effect may be mediated in part through subtle structural variations in the amygdala," the authors conclude.

More than 100,000 Syrians fled country in August

BEIRUT (AP) ? More than 100,000 Syrians fled their country in August, the highest monthly total since the crisis began in March 2011, the U.N. refugee agency said Tuesday.

That exodus sharply increased the number of Syrians now living in neighboring countries, bringing the total number of refugees to 234,368 in the past 17 months, the agency said.

Along with activists' reports that the death toll in August was also the highest in the civil war with 5,000 killed, all signs are pointing to unprecedented levels of misery in a country where President Bashar Assad's regime is fighting an increasingly violent rebellion.

"If you do the math, it's quite an astonishing number," U.N. refugee agency spokeswoman Melissa Fleming said of the number of people who fled in August, speaking to reporters Tuesday in Geneva.

"And it points to a significant escalation in refugee movement and people seeking asylum, and probably points to a very precarious and violent situation inside the country," she said.

But even the August figure only counts refugees who are registered and those awaiting registration. Officials acknowledge the real number of Syrian refugees is likely way above 200,000, because tens of thousands are believed to have not yet contacted authorities.

The uprising began with largely peaceful protests of Assad's regime but has turned into a civil war that activists say has killed at least 23,000 people.

As Syrians look to escape the bloodshed, Assad told the head of the International Committee of the Red Cross on Tuesday that the group is welcome to operate in Syria ? as long as it remains "neutral and independent," state media reported.

Assad has accused the international community of conspiring to unseat him.

ICRC spokeswoman Rabab al-Rafai did not give further details about Assad's meeting with Peter Maurer in Damascus but said the Red Cross chief also met Deputy Foreign Minister Faysal Mekdad and the head of the Syrian Arab Red Crescent.

"President Assad confirmed Syria welcomes the humanitarian operations that the organization is conducting on the ground in Syria as long as it works in a neutral and independent way," the state-run SANA news agency quoted Assad as saying.

Maurer's three-day visit, which began Monday, comes as the need for humanitarian assistance grows increasingly urgent.

According to the U.N. refugee agency, there are now more than 80,000 Syrian refugees in Turkey, where the borders remain open, and there is a backlog of 8,000 Syrians waiting to be processed at the border, Fleming said. Jordan has more than 77,000 Syrian refugees; Lebanon has more than 59,000; and Iraq nearly 18,700, according to the agency.

Inside Syria, the fighting has spread to the two largest cities ? the capital of Damascus and the commercial hub of Aleppo.

The U.N.'s World Food Program spokeswoman Elisabeth Byrs said more than 264,000 people are taking shelter in public buildings in the Aleppo region ? about 200,000 in rural areas and more than 64,000 in the city.

Byrs said her agency is scaling up operations to provide food urgently needed by 1.5 million people this month, mainly in areas where there has been fighting and people have been made at least temporarily homeless.

Abdul-Qadir Saleh, the commander of the Tawhid Brigade that is spearheading the Aleppo offensive, said rebels control most of the city, Syria's largest.

"The regime only controls 30 percent of Aleppo," Saleh told reporters in Istanbul. He added that regime forces are attacking certain sites to try to "turn civilians against the rebels."

Saleh's claim could not be independently verified, and the government says its troops are advancing in the city.

Activists also reported scattered violence in Idlib in the north, in Daraa in the south and in the Damascus suburbs.

The head of the main Syrian opposition group called for a massive aid program to help rebuild his country in a post-Assad era, warning that a lack of economic development would open the door to extremism.

Abdelbaset Sieda, the head of the Syrian National Council, told a meeting of Syrian opposition representatives and diplomats that a reconstruction program similar to the one after World War II would be needed.

Assad's regime has devastated the public finances and institutions to such an extent that Syria won't be able to rely immediately on oil revenues and taxes to rebuild, Sieda said in Berlin.

The working group on economic rebuilding, which Germany chairs with the United Arab Emirates, is designed to address how to prevent the collapse of basic services and infrastructure and how to revive the economy in a post-Assad Syria.

Unlike neighboring Iraq, Syria lacks vast oil reserves that could kick-start the economy and help finance the reconstruction of infrastructure damaged in the fighting.

Syria used to produce?about 380,000 barrels of oil a day, of which 250,000 were for local consumption and 130,000 for exports. By comparison, oil giant Saudi Arabia produces about 10 million barrels a day.

A fifth meeting of the U.N.-sponsored Syrian Humanitarian Forum ? made up of hundreds of nations, regional groups, U.N. agencies and non-governmental organizations ? is planned for Friday in Geneva. At the last meeting in July, the operations director for the U.N.'s humanitarian office said its appeal for $189 million to help people inside Syria was only 20 percent funded.

A CUP OF JO: Motherhood Mondays: Sculpture

Many people are probably off their computers for Labor Day, but I can't help sharing a couple things. First up, isn't this sculpture gorgeous? The sculpture, called Survival of Serena by Carole A. Feuerman, is in downtown Manhattan for the summer. It portrays a swimmer taking a break, and passersby have been wowed by its hyper-realism?so much so that one day when it rained, people didn't know which drops were real.

But, to me, this sculpture looks strikingly similar to a woman having a home birth and laboring in a tub. (Like this photo of my friend Leigh!) The same concentration, the same athleticism, the same inward focus.

I'm curious: Would you (or did you) consider having a home birth? Or would you prefer a hospital birth? I loved this recent post by Elizabeth, encouraging every woman to do what she thinks is best for her and her baby.

Iraq to make gas exploration deals more lucrative

Iraq will make future energy exploration contracts more lucrative in a bid to lure a greater number of foreign firms to auctions for exploration blocks, a spokesman said on Sunday.

The concessions come after the country held a disappointing auction for oil and gas exploration blocks in May in which a dozen plots of unexplored territory were offered up, but only four contracts awarded.

"We will give more concessions to foreign companies," oil ministry spokesman Assem Jihad told AFP. "We want to encourage the companies to develop our gas fields.

"Economic and financial aspects will be reviewed in light of our experiences. The final details of the contracts will be worked out between the foreign companies and the oil ministry."

Last month, deputy prime minister responsible for energy affairs Hussein al-Shahritani said officials were carrying out "a study in the ministry of oil to improve the model of contract to make it more attractive for oil companies."

He admitted that the May auction was "not successful" because the contracts were "very tough."

Iraq has proven reserves of 143.1 billion barrels of oil and 3.2 trillion cubic metres (111.9 trillion cubic feet) of gas, both of which are among the highest such deposits in the world.

Along with ramping up oil production, the country is keen to increase gas extraction to help boost its low levels of electricity output.
